Background

To dovetail with the National 14th Five-Year Plan, Hong Kong Special Administrative Region is paving the way to develop into an international I&T center at full speed. At the same time, Shanghai is ready to upgrade its digital ecosystem from a city level to a global horizon.

Since the two cities have similar goals, synergies can be created through closer cooperation.

An initiative on open data competitions, similar to the Shanghai Open Data Applications Competition (SODA) and Big Data for Business Challenge (B4B) from Hong Kong, was raised to deepen the cooperation of big data industry between the two cities. It is a follow-up event after the fifth meeting of the Hong Kong and Shanghai Cooperation Conference via online channel held on 30 August 2021 between two delegations led by the Chief Executive of the Hong Kong SAR and Shanghai Mayor Gong Zheng respectively.

The activity aims to encourage all participants in Hong Kong and Shanghai to make the best use of the resources of SODA and B4B. By jointly holding the Hong Kong-Shanghai Data Cooperation Forum and Open Data Challenge 2023, it can proactively facilitate the development of an important platform for the cooperation of Hong Kong-Shanghai open data applications. The initiative was proposed under the “Innovation and Technology” of Item 20 in the third paragraph of the cooperation project list in the Memorandum of Cooperation of the 2021 online Conference.

Hong Kong and Shanghai can indeed generate great synergies in the development of the new economy.

Hong Kong’s excellent business environment, well-established system and low tax rate have always been well recognized internationally. For example, according to the latest annual report Global Data Center Market Comparison, Hong Kong’s data center ranks fourth in the world and second in the Asia-Pacific region, after Singapore. At the same time, after the new government taking office in 2022, Hong Kong SAR has developed into an international I&T hub at full speed, in line with the national 14th Five-Year Plan. In December 2022, the Innovation, Technology and Industry Bureau released the Hong Kong Innovation and Technology Development Blueprint (InnoTech Blueprint) which establishes a clear development path and formulates systematic strategic planning for Hong Kong’s I&T development over the next five to ten years. The document covers how to enhance the local I&T ecosystem, enlarge the I&T talent pool, promote digital economy development, proactively integrate into the overall development of the country and consolidate our role as a bridge connecting the Mainland and the world, charting Hong Kong in moving full steam towards the vision of an international I&T centre.

In recent years, the Mainland has also been actively expanding its digital economy, and the integration of digital technology and the real economy has achieved remarkable results. One of the examples is the establishment of the Shanghai Data Exchange (SDE) which was officially launched by the relevant departments and agencies of the Shanghai Municipal People’s Government on 25 November 2021. The move is to promote the circulation of data resources, realize the development dividends of digital economy and inject fresh impetus into economic growth. The SDE provides efficient, convenient, compliant and safe data trading services, and at the same time guides multiple market entities to increase data supply, and cultivate and develop an emerging data ecosystem.

Following the Hong Kong-Shanghai Open Data Challenge 2023, with the Hong Kong’s InnoTech Blueprint outlining Hong Kong’s macro-I&T development goals in the next five to ten years, including vigorously promoting data circulation and applications, it is imperative to build a big data innovation platform serving the two cities, and deepen cooperation between the big data industries of the two places.

Co-creating a Data Industry Platform for the Two Cities

The Hong Kong/ Shanghai Data Cooperation Forum cum Open Data Challenge 2023 is co-organized by the Office of the Government Chief Information Officer (OGCIO) and the Shanghai Municipal Commission of Economy and Informatization, and is jointly organized by the Organizing Committee of B4B Challenge and SODA Competition.

The event is divided into two parts: Hong Kong/ Shanghai Data Cooperation Forum, and Open Data Challenge.

With the slogan of “Co-creating a Data Industry Platform for the Two Cities”, the first-ever Hong Kong/ Shanghai Open Data Challenge will explore the arrangement of data collaboration between the two cities, and how to synergise the development of smart cities between them. The competition will be based on the Common Spatial Data Infrastructure (CSDI) officially launched in last December and mentioned in the InnoTech Blueprint, and to combine with the existing open datasets of Hong Kong and Shanghai.

The project theme is to convene innovative solutions and insights in six categories of smart cities, namely Smart Mobility, Smart Living, Smart Environment, Smart People, Smart Government and Smart Economy.

 

Project Objectives

1. To facilitate the exchange of experience in data technology between talents from Shanghai and Hong Kong through competitions, training and conferences;

2. To share the latest development and future plans for open data of the two cities;

3. To showcase best practices in the use of open data in both places, and demonstrate how open data can support the promotion of smart cities;

4. To explore how the two places can make more effective use of open data to drive the future development of the digital economy;

5. To boost the cooperation between the two places on open data applications to empower the development of smart cities;

6. Promote the data ecosystem of digital businesses in Shanghai and Hong Kong
